Chhal is an action crime drama that revolves around an undercover agent Karan Menon (Kay Kay Menon), who has been assigned the task to infiltrate underworld don Shastri's (Vallabh Vyas) gang and win his confidence, and thus put an end to his illegal activities. However, things take a turn when Karan falls in love with Padmini (Jaya Seal), sister of Shastri’s allegiance Girish (Prashant Narayan). He starts to empathise with Shastri and Girish, and tries to convince the police department in their favour. On the contrary, he too loses support of police and is assumed to have betrayed the department. Karan is in a dilemma, as now he has no support from the Department, and if Shastri and Girish learn about his true identity, his life would be at stake.
