Thugs of Goa is a crime thriller drama set in the vibrant city of Goa which centers around Amar Agnihotri, a well-known con artist who makes a living by defrauding gullible people. He does this alongside his three accomplices, Saloni, Neha, and Vicky. When Crime Branch Officer Vijay threatens Neha and forces her into the inner circle of Rakesh, the corrupt minister's son, to acquire damning documents about black money, their lighthearted con game takes a sinister turn. Tensions rise when Neha tells Amar about the risky assignment. Officer Vijay and Amar engage in a bloody struggle of wills and cunning, with one battling to defend his crew and the other resolved to bring about justice at all costs.
