Kaal Chakra is an action drama. The movie is set in a suburb in Bombay, Kaalibasti, which is ruled by a gangster named Bhushan Thapa and his gang. He finds the support of the corrupt local police officer, which makes it easy for him to carry out his illegal activities. However, things take a turn when an honest police officer, Abhay Kamath (Suresh Oberoi) is posted in the police station of Kaalibasti, who tries to eliminate the crime from the suburb and becomes the thorn in the way of Bhushan Thapa. Will Abhay succeed in his mission to end Bhushan’s terror from the area?
