Roop Ki Rani Choron Ka Raja is an action comedy drama. A crime lord Jagmohan Lal aka Jugran (Anupam Kher), wants to climb the stairs of success in the world of crime. He kills his identical twin brother Manmohan, and takes his identity. Later, he kills two men - Mr. Verma and Dr. Ashok, and destroys their families, and their children Ramesh (Anil Kapoor) and Seema (Sridevi) respectively, are sent to the orphanage. The two become good friends, but are separated. Growing up the two become crooks and are reunited, and soon the two start to work for Jugran. When will they open their eyes and realize that their boss is actually their fathers’ killer?
