Zulm Ki Hukumat is an action crime drama. The movie revolves around three brothers - Pitamber Koli (Dharmendra), Yashwant (Shakti Kapoor) and Pratap (Govinda). Pitamber is a powerful mafia boss, and Yashwant helps his brother in his criminal activities, while Pratap doesn’t like the nature of their work and lives separately. Sometime later, Pitamber is involved in the gang war with his rival crime lord Swami (Paresh Rawal), and gets killed, while Yashwant is seriously injured. Brother’s death affects Pratap a lot, so he vows to avenge his death and finish Swami. He joins hands with Swami, only to end him eventually. The question remains, what will happen when Swami learns the true intentions of Pratap?
